What Is Super Intelligence? Capability, Terminology and Why the Definition Matters

“Super Intelligence” now has a new U.S. policy role, but the phrase also has an older technical meaning. Understanding both prevents confusion.

“Super Intelligence” can now refer to two different things depending on context. In the September 29, 2026 U.S. executive order, SI is the terminology the executive branch is directed to use in place of AI for official non-statutory communications. For implementation, the order currently points back to the existing statutory definition of artificial intelligence while a proposed federal SI definition is prepared.

In technical and safety discussions, however, superintelligence has usually meant something narrower and more ambitious: systems whose capabilities substantially exceed human intelligence in important areas. OpenAI’s 2023 Superalignment announcement explicitly distinguished superintelligence from AGI in order to focus on a much higher capability level and the problem of controlling systems smarter than human supervisors.

Those two meanings should not be silently merged. A federal agency may use SI because of the 2026 terminology policy even when describing technology that researchers would still call ordinary or frontier AI. A research paper may use superintelligence to describe a future capability threshold that has not yet been reached. The same letters can therefore signal policy language or technical capability.

For companies, that distinction affects product claims, SEO, investor communication and client education. Calling a current tool “SI” can sound like a technical assertion. If the intended meaning is simply “the terminology now used by the U.S. executive branch,” say so. If the intended meaning is superhuman capability, evidence should match the claim.

05

Precise language becomes more important as systems improve. The useful question is not which acronym sounds newest. It is what capability, governance or policy context the term is describing — and whether the audience can tell the difference.

Technology can expand the range. Taste, context and craft still decide what should remain.
